Omnipresence

There's different "levels" of omnipresent. Generally your omnipresent part need to be non-corporeal to qualify, otherwise things get... weird

You might have some kind of spiritual omnipresence, where your physical body exists in one location, but your mind/soul exists everywhere else. This tends to not be that applicable for combat, unless you can actually attack with your mind/soul, though.

You might be omnipresent throughout a 3-D space, but not exist everywhere throughout time, You might be omnipresent throughout 4-Dimensions, so you exist throughout all of time and 3-D space. And so on and so on up the dimensions.

Cosmere's Preservation/Harmony/Ruin and the other Shards are an example. They are "spiritually omnipresent" in that their power exists everywhere, but this is just the power - their minds (don't have physical bodies) exist in only one place at a time and while they can instantly teleport their minds practically anywhere, they aren't themselves omnipresent. Similar with Post-Shordoinger Alucard - he claims he is "everywhere and nowhere" but really its just extremely efficient teleportation.

We classify omnipresence as a speed normally, so if you are only spiritually omnipresent or have your power existing everywhere its normally your physical speed that is important.
