Ok so unless OTR can kill O09 right off the bat, OTR is going to have some issues. While I will say OTR possibly, and I mean only possibly has the AP edge from the start, as he scales above those who scale above normal rexes. He also is possibly larger and heavier. Main issue is...well he is just a mega-sized Rex with a bad attitude. O09 has powers. Still...hmmm...

Going with OTR. Due to its hyper-aggressive nature, it will likely attack first and will go for the kill. It's size, strength, and possibly AP will grant it the edge it needs right of the bat to go for the kill. O09's electricity has never been shown to be used in an offensive or defensive matter, so it is unknown how potent it is or if it is even harmful at all. Due to that, and the fact Dino's in the game can harm him without issue, I think OTR has this.

Edit: Don't see why you speed =ized and bloodlusted, but still going with OTR via size, strength, and AP
