Its resurrection isn't really combat applicable since it takes a while to come back to life and even then, Butcher just has to kill it 5 times since that's the number of times it has shown to resurrect. Billy has lower speed but he was a former SAS agent so he should be far more skilled than Simon who can beat Sawrunner in a fight despite being slower.
