What are the standards and rules that has to be met for an equipment to belong in the optional equipment section?
And, if someone uses a sword [magic sword for example] to slay a dragon and break a curse, would that sword quality for OE?
 
Standard: something they use often and are important to them or more than a few times (depends on the verse tho).

Optional: equipment they possess but won't use it. Or uses it in certain specific situations.


As for your second question... Depends. Did he use it once? Sure it's oe
 
I assume stuff in pocket dimensions that the user uses depending on the situation are standard equipment or...?
 
It's always in the pocket dimension, and can use it whenever.

Stuff like medicine that boosts your strength, anti poison, swords that make you fly, etc...

Yup he used to defeat an enemy and to heal/seal another enemy.
