Norman Advantage: Higher LS
Hannibal Advantage: High intelligence
I'd say they are almost equal in terms of LS since Hannibal can also break bones. Hannibal is also more skilled with or without his knife and has dealt with soldiers
 
Alright after some slight further investigation, Hannibal has martial arts, in which he can disarm a former soldier from his knife. Hannibal does have a chance against Norman due to this along with him being able to target weak points, in which I don't think Norman can do.
I do say that Hannibal takes this, mid-high diff.
