I'd vote Mewtwo mainly due to his low-level reality warping and psychic powers. Me first also gives Mewtwo a form of precognition and allows him to copy his opponents attacks. Using Noctis' death manipulation/OHK against him.
Mewtwo wins for his Power copying as he can mimick Noctis's best attacks. In addition Mewtwo is able warp reality, and with his Precog knows what attacks Noctis will use.
This fight could easily go both sides, should Noctis time stop go through before Mewtwo does something dangerous it would be his win, otherwise Mewtwo wins. Therefore I will vote inconclusive.
Regarding Me First: I think that the verse equalization for power mimicry (and other abilities as well) needs a revision, especially when it comes from a verse largely bound by game mechanics. This is because within the game those attacks are made to work the way they do. Assuming it works against all abilities of all verses would lead to NLFs like Entoron beating Pontos, because Entoron has power mimicry, steals Pontos reality warping and erases him from existance. I'll likely make a discussion thread about this in the future.
Thanks for the info, the manga is a more credible source. Still there are questions, like how speed would affect this move in a real fight (honchkrow is much faster than lickilicky, so priority can't be confirmed here, also other moves like quick attack don't seem to have something like priority either) and against which abilities it can be used (against all moves that can be directly translated to pokemon moves is the most accurate I think).
Lickilicky attacks at the same time as Honchkrow regardless of speed, so the priority seems appropriate, and they were not really fighting each other...
