Need help with Speed Equal. Please and thank you.

Basically, I made a thread on this site that has currently run into a bit of thread due to speed equal. Asgore Vs. Heavy, btw. Essentially, according to one user, the latter's still retained their subsonic reactions and supersonic attack speed due to them being listed separately with his travel speed being athletic human while Asgore's Hypersonic Speed is downgraded to Heavy's travel speed of athletic human due to speed equal, but he has a huge disadvantage due to Heavy's still retained subsonic reactions and supersonic attack speed with his minigun.

Is this right? I thought Speed Equal equalized every aspect of speed in a match. I do know of Jojo's Stands having a problem due to being maintaining their extremely fast reaction speed despite speed equal due to them being a separate summon and that Jojo Character sometimes keeps their reaction time despite speed equal - albeit, this could be a mistake on my part. I just need quick answers. Please and thank you.
 
From what I can tell, speed equalizes the combat speed of the faster character to the combat speed of the slower character. So:
If X's speed is 20 and Y's speed is 10, then SE makes X's speed 10.

But other speeds like attacks, reactions, and perception are reduced by the same multiple. So by going with the above example:
If X's unequalized speed is 20 combat and 40 attack and 20 is equalized to 10, then 40 will be equalized to 20.
 
So the rule of thumb is that while speeds are equalized, characters with multiple speeds will still have the same proportion of speeds. So if someone's travel and reactions are 2x apart, they'll still be 2x apart even with SE.
