Basically this is Naruto VS Pain like in Canon but Naruto from the War is the one fighting him, basically the same Naruto that fought Edo Nagato, meaning he has Kyubi Chakra Mode.

Naruto knows everything about Pain like he does after their fight, but on the other hand Pain doesn't start Handicapped.

Sm naruto was relative to deva pain and kcm is treated as narutos next step. He can spam RS, dosen't have a clone limit, body flicker is on crack

Also take this into account. After Naruto split his chakra between 13 clones, he was able to use 2 Rasenshurikens, meaning at full chakra he'd be able to use at least 28 Rasenshurikens

I feel like War Arc Sage Naruto would be more fair to Pain. He's still stronger than Pain Arc Sage Naruto and he's got a couple new techniques but he's not quite as strong as KCM Naruto.

I don't remember people saying he's stronger than in the Pain Arc, at least I don't think the profiles reflect it, plus Pain starts without his handicap.

The reason picked KCM apart from the direct comparison Naruto does to his Pain Arc Sage Mode is 1)The symbolic parallel of using the Nine Tails power against Pain (who according to the Data books wanted to fight Naruto in his nine tailed form) but this time under his full control, essentially taming the nine tails like Pain assumed at first when he saw 8 tails Naruto disappear and B)to make a reference to that infinite Tsukuyomi filler arc in which Naruto acquired KCM in the pain arc and used it against Pain.
