Naruto vs Luke Skywalker

Force Repulse is basically an omnidirectional force wave, it's one of Starkiller's signature moves in the Force Unleashed.

Well, Luke is Relativistic+ and should be able to pull it off near instantaneously from Naruto's perspective, and it's shown capable of hurting Darth Vader, when used by a Force user far weaker than Luke.

Scan or quote. Last time I heard that it said he was affecting it which was very vague. Also if its true they might wanna change Luke's tier.

The Falanassi teach it to Luke during his stay, in "Fate of the Jedi: Vortex"

"Not even the Black Hole in the center of the Universe could move him" (him being Luke)

Speed feats? Also I think the black hole thing was taken out of context.
How is it taken out of Context? During the Battle of Dantooine during the Yuuzhan Vong War, Luke tricked a vehicle's dovin basals into colliding its own black hole against itself by using the Force to hold the void against the pull of the dovin basals; then reversing the direction of his own pull, adding it to the pull of the dovin basals, so that the void would collide against the spine of the vehicle.

He uses the force to, Quoting here, "Hold the Void against the pull of the dovin basals, then reversing it." not only did the TK stop a black hole... He. Turned. It. Around.

It's not the only time he did it. He resisted the pull of a Black Hole in "Dark Tide: Ruin" - a seperate book made by a seperate author, and he learns it in ANOTHER differnet book, "Fate of the Jedi: Vortex" Outliers from 3 seperate authors in 3 seperate books regarded as Canon? C'mon.

Ruin was released in July, 2000. Lukas sold Star Wars in 2012. Luke was controlling Black Holes before he even became beefed up in EU.

See. Imagine it like this. You're the Force. You're the "God" of the Star Wars Universe. You decide that you want to have an Avatar. You knock up someone on Tatoonie to be the Avatar. He turns out great... except he's Emo and ends up getting himself nearly killed. But he knocked up someone else before he did it. Hmm. Grandkid has potential, let's use him. Grandkid ends up being the Avatar of the Force that the kid from Tatoonie was supposed to be.

While battling UnuThul, Luke was able to resist the combined Force power of the Colony and triumph. When UnuThul attempted to Force Push the Grand Master, Luke rooted himself in the heart of the Force so strongly that it was said that he had become the very essence of the immovable object, and that not even the black hole at the center of the galaxy could move him. - Star Wars: Invasion: Refugees 1

Again, the black hole feat(s) are inconsequential
It doesn't alter the ruling, but that's 4 seperate novels that put Luke at stopping, redirecting, resisting, or otherwise controlling a black hole. Unless you're calling 4 seperate novels by 4 seperate authors regarded as Canon, some before EU, as Outliers...

He's matched only by Sidious who was called "A Black Hole of the Force", who affected Trillions of people in some scenarios, mastered every form of force powers - with the exception of those caught by the Nightsisters and the Falanassi. He's matched later by the Yuuzhan Vong the same reason the God-Emperor in Warhammer 40k fights Orks with some trouble then one shots fully-empowered Avatar Horus: Plot-Induced Stupidity.
