Pinwheel gets repeatedly skillstomped across several timelines by a character that's only verifiably a bit more skilled than an average knight, and while knights are far from scrubs even at the ground floor of skill, Naruto has trained under considerably more skilled individuals, and made some serious skill gains even on his lonesome since the start of the series, where he was able to make a massive skill jump and stomp someone with considerably more experience than him. Simply by changing up how he perceives and learns information, he learns all sorts of advanced shit at a scary fast rate. He's one of those people that actually can say that the standardized education system failed him lol.

Also his duplication is waaaaaaay better than Pinwheel's sooooooooo yeah Naruto cleans that nerd's clock 10/10 times

Because it isn't enough to upscale to 8-A compared to other characters (I made a slight mistake, his chunin exams self is 92 tons and this Naruto is strronger than that one), because nearly 8-A charscters are allowed in this tourney (IDW Amy and Tails) and because the 8-A Naruto characters are baseline.
