Well Lee, Neji, Naruto (Chunin Exams/Konoha Crush), Gaara (Durability/Partial Transformation), Sound 4, Hinata (I think), and some others could definitely scale to 8-B Sasuke, possibly

Hinata wouldn't scale, Neji didn't use rotation on her.
Everyone else you mentioned would scale.

Neji's does. Hinata has no reason to scale to it.

Neji didn't even know Lee had gates, and Neji fights via dura neg and pressure points.

I know Hinata won't scale to Rotation, it was more on to Neji's SS

But why shouldn't Neji at least scale to Base Lee's SS, his attacks do still have some force in them

Hinata doesn’t scale to Neji at all, he stated that her strikes were ineffective from the very beginning.

Also Lee’s own statement implies that he thought the Reverse Lotus was Neji level but y’know
