Sounds more like shedding similar to reptiles.
If the skin was really taken off and they had to regenerate it then it'd be Mid-Low:

Probably, first they lost Kaguya, who was meant to bring them a fruit and now the have lost possibly higher ranking members of the clan, they would probably think of Naruto and co as more of a threat now(especially with Urashiki being able to tell them about the Jougan and its dangers) and end people either more powerful or simply more of them.
