Nameless King Upgrade

So I just noticed something pretty strange about Nameless King's tiering. So It list him as 6-B which is understandable. But the thing about that is. Wouldn't he be realistiaclly 4-C? I mean there is no way to encounter Nameless King, until AFTER completing a lord of cinder fight. Specifically The Abyss Watchers, which are stated 4-C on the site. The Nameless King was able to keep up with and Damage the Ashen one, who had defeated the Abyss watchers before them. Further more, I remember the Nameless King being implied to have been Gwyn's son, and possibly inherited some of his powers. Even after that, the game places the requirement (The gesture) to get to dragon's peak, in Lothric Castle which is intended to be a late game area, after you kill the Other Lords of cinder, such as Aldritch, and Yhorm the giant. He kind of seems to scale around their power.
 
Unless he has something in the lore that directly states or implies that he is comparable, he doesnt scale. Soulsborne games dont have a linear power progression, you can go from fighting a tier 8 to a tier 4 to a tier 6 to a tier 4 again. We have to go by lore to scale them.
 
Well then what about Gael, being likely 4-B? It just states he is able to fight an end game ashen one, doesn't say anything about lore.
