I will admit though, Damus would have a tough time beating him and TOD might even beat Damus, but he has to get past his Boundary Manipulation

Yeah, Damus at this level is just immune to Time stop. He exists beyond time, he has space-time manipulation, and can actually move around in dimensions with no concept of time whatsoever.

His resurrection and type 9 Immortality come from the Blind Eternities, which is a 1-C realm. He can still be incapped.

Also, forgot to mention his time stop works on Immeasurables
