Now I'm not too knowledgeable on either, but assuming Militia can't dodge bullets as indicated by her speed, Mukuro can and can boost her speed even further with Battle Trance, so that's an advantage in a gunfight

Miss Militia can one-shot with certian weapons but those attacks can be dodged.
Mukuro is more skilled, she can also one-shot but she does not need certain weapons to one-shot, and Battle trance just makes her faster.
