Moving while another person is turning around

How fast would someone have to be moving if another person saw them, then quickly turned around, and the person moved to the other side of them to be facing them again before they knew what happened? (Ex. to prevent their escape)

I think at least Subsonic since that's the speed it takes to speedblitz a normal human? Not sure, if the other character saw the turning character like he was in Flashtime from CW's Flash, that's probably supersonic

How far are they? And did the other guy see them move, but fail to move themselfs or did thy not even see the movement?

If he apeared the same distance in front of him then:

I'll use 0.102 seconds for timeframe (an average human reaction speed)

6 feet (2 meters) / 0.102s = 60 feet per second (20 m/s, superhuman)

But that's implying that both the person saw him move and that he went straight through the person he was supposed to be going around.

No.

0.102 is peak human, and a good point to assume normal peopole cap out at as far as reaction goes.

And it would only add half a meter needed to not run into him.

No, because again, an person cannot react to 0.102.

They can normaly only react to 0.250.

Faster than can see, yes.

You said react.

There is a difference between those.

The fastest possible you can get is 250 meters per second
