before his first death I'm pretty sure motoko would take him with easy-medium, even though he did have good reaction/ combat speed, motoko still got all her mental powers which neo without his matrix code reading can't do anything about, also she got her duplicates and her optical camouflage, it would be more of a fair figth if you restricted her offensive mental powers, since neo got his flying, combustion and matrix program reading restricted, also motoko don't have to dodge all the bullets, she could just constantly shoot at neo making something like motokos m-23 a almost defenitive death for neo even though he got way better combat speed neo still can't dodge so many bullets coming against him.
