Do we consider these databook entries as them actually having ninjutsu of that element? Isn't it just the nature they can hypothetically use?

Because many characters (such as Guy, the Hyuga duo, etc) have a nature energy in their databook but have not only never shown jutsus of that nature but canonically don't have a fighting style that would use it to begin with.

Like Guy has fire release but his whole shtick is only using taijutsu and having no talent for ninjutsu.
 
it's nature elements they are capable of using whenever.

everybody is capable of using any element, they naturally have one they lean towards that is far easier to learn, and a lot of chunin and jounin class shinobi end up learning two or three.

But for a lot of the characters that we don't have examples for, their elemental mastery is typically inferior to their specialty.

like Guy, his taijutsu is so vastly superior to everything in his arsenal that he has no reason to use anything else, the only reason we even know he can use summons is that he was in a specific circumstance that required him to use it (and that one time during his introduction in Part 1)

Or Tsunade who can use Raiton but her medical ninjutsu and chakra-infused punches are so much better that we've only seen her use it once on Kabuto.

Or Konan who has three elements but is gifted with Origami, so she never uses them.

This is to say, this is very uncontroversial and I agree.

It being out of character for them to use it doesn't change that they technically can, and for the purposes of indexing and what have you, that's good enough to add it to their profiles. That is to say, I think this is fine.
 
Personally while I think it would be okay for the sake indexing completion to add this, it would be also be good to add a note to their page explaining how their fighting style in-character doesn't make use of it.
