I think the Diver should be able to win this through overall versatility and range. The Mosasaurus generally seems to rely on trying to take unsuspecting prey by surprise, but it doesn't seem to be in an ideal position to do that here.

Yes, from what I can tell, the Diver seems to have a wider array of options for potentially winning the fight, but the Mosasaurus having an AP advantage means that it still has a chance at winning if the Diver gets unlucky while trying to evade it.

Diver. The Mosasaurus may be far more physically powerful, but the Diver should have the skill advantage due to combat experience, allowing them to keep their distance, which would enable them to make full use of their range advantage and spam their equipment to bring down the creature.
