Mortal Kombat: Where does the High 7-C feat come from?

The MK verse seems to be a confusing web of powerscaling where it's impossible to find where the actual "High 7-C" even comes from, as everyone's profile just says "He fought the guy who fought the guy who is superior to this guy who should be on par with this guy".

Where does the original High 7-C feat come from? Can somebody link me to the calc?
