Mordred vs Galbatorix

Hold up.

I know you've added it already, but I feel Gal is being downplayed a bit.

How good is Mordred's mind resistance?

Because everyone of significance in the IC has resistance to mind hax, and the main part of battles between magic users is breaking into their minds through their defenses.

And Galbatorix ***** on 99% of them

Mordred was capable of resisting the combined attacks from a small narmy telepaths and Mordred was able to mind control an entire country despite it being full of telepaths.

Galbatorix was able to destroy the entire order of Dragon Riders, all of whom were powerful telepaths and had defense against it. He has hundreds of Eldunari (dragon souls) backing him up, so when he tries to break into your mind, it isn't just him, its him and hundreds of insane, raving dragons all crashing against your mind and tearing down whatever barriers you have in place. Each of those dragons has an exceptionally powerful mind in and of themselves, seeing as dragon magic is capable of warping reality by will alone. It should also be noted that Galbatorix broke every mind of those dragons and bent them to his will. In a world where magic battles are 90% psychic battles, Galbatorix is the only one ever said to actually specialise in it.
