If they're similar in AP then she won't be dicing up the limbs as easily as he says.
The dragon limbs have scales and claws so it's not as if they'll be cut to pieces that easy.

Orochi's AP is pretty high by scaling.
Gouketsu describes Orochi as the strongest monster in the world, and says that he is a child next to him.
Gouketsu would only be aware of Orochi's restrained form, and not the full extent of his power in his released form. And certainly not his third, concentrated form which he used against Saitama.

The calc is shit anyway. To quote:

They assumed after the first bullet got cut, the one half keep moving at the same velocity while the other half just... stopped, and the time it took the first half to move the distance showed in the panel is the time it took Iaian to move toward then pass all 4 bullets (as the POV is placed behind them) while simultaneous cut all 4 of them as he moving forward. The total distance is the distance between Iaian and the POV from the first panel + 4 times the length of the arc the tip of his sword draw when he swing it 90 degrees. It isn't just wrong, IT'S REALLY ******* BAD"
