Which makes it weird that he is only 2-A despite a feat on his pre-Crisis key being that he destroyed the Fifth dimension.

no since he can't affect all of his body due to the HDE

on a turn of events, HDE may not matter since MXY reduces his dimensionality to 3D and makes himself corporeal to 3D beings

so based on that:

Sonic would blitz Mxy with his in character Speed amps, slow down his perception to see him in slow motion, he could Chaos Control to time stop and give him all the time he needs to do anything to Mxy, transmutate him in Rings with ring time, erase him with Violet void, absorb him with purple frenzy, Deconstruct him with Indigo Asteroid, Empathic manipulate him to not want to fight Sonic anymore, and pretty much instan win with his Information and Conceptual manipulation

so due to Mxy character to not expecting Sonic to be able to win, Sonic will likely pull one of his wincons first, so i am voting for Sonic

Sonic doesn't start with haxes, but if he sees his usual moves doesn't work, he'll certainly resort to it, especially since he'd blitz Mxy anyways

Strongest 2-A would also mean it's Hyper Sonic, who can also use his Hyper Flash to blind him
