Noelle via barrier exploding, can spam said barrier and can outlast Mirko in the long run, Mirko have an advantage in mobility and lifting strength but those won't come into play as she would be repelled by the shield exploding and the barrier would be remade too fast for her to get a grapple on. So yeah voting Noelle.

Noelle seems to scale far above 4 MT, as the verse page has "At least Low 7-B, likely 7-B (>>>> 4 megatons)."

Mirko's durability is very poor, being thrown by a 3.9 MT character caused heavy damaged even when she soften the impact with her legs. With an implication that had she not done so, she wouldn't have been able to move. So I'm pretty sure a single hit from Noelle will vastly damage her, honestly I'm not certain what Mirko can do in this situation.

Didn't know that well in that case then if she break the barrier which she will eventually then an explosion would occur that deal 4x her dura which is somewhat above her ap so she is dead, if she somehow doesn't then she would tire herself out and when her movement gone dull she would eventually get tagged by noelle which will be the end of her.
