Is there some evidence that he is the one "throwing lightning"? Because it is just also storming. If this is currently accepted but instead as Energy Projection, I would agree with swapping that for Electricity Manipulation instead, that much at least seems fine.

the lightnings are focused on V1,the guy Bob(ima start calling the Ferryman bob,sounds fitting) is fighting,and whenenever lightning is about to fall,he lifts up his oar,and when he slams it down,the lightning falls down.
(also i may add more scans for the eletricity manip,since im pretty sure you can get the +CONDUCTOR style bonus)
