Bloom has as much reasons to have Arcadia's powers as she has to have power of everyone on the verse, which isn’t the case. Doubt the Golden Kingdom fits as a higher dimension on itself.
I recall one instance when she did this. I don’t recall her resisting something like that, though. And while at it, nothing really implying it's at an atomic level.
She has transmutation. I don’t recall when she has used it to transmutate something into nothing.

Sound Manipulation: Overpowered Musa’s Sound Cage while testing which type of Magic is effective against the Dragon Flame (S3EP21). Transformed under the screech of multiple Pandemoniums, which are said to be capable of breaking a hundred glasses (S6EP5) (Worth to note that it’s implied that the glass in the Magic Dimension is more durable than earth’s glass (S4EP11))
Time Manipulation: Each of the Winx are unnafected by each other’s Tynix Magic, which slows down the flow of time (S7EP17)
