Hamsuke probably takes this even with Deku probably being higher in terms of AP. Blinding Deku will seriously hamper his ability to fight, and Hamsuke can extend her tail for 20 meters, which keeps Deku at a large range disadvantage discounting his air and shockwave attacks. Deku's strength would also probably drive Hamsuke to use her Necromancy orb to swarm him with summons and attack him with negative energy.
