Jason may be smarter, but he is not more skilled than Michael. Specially when we consider fight's at Myers' house (aka a place Michael knows pretty well) and Jason doesn't have a good answer to Michael's stealth. Also Jason's regen takes quite a while, so...

Mike just overpowers people. Jason actually dodges and parries attacks and can accurately hit people by throwing his weapon.

Specially when we consider fight's at Myers' house (aka a place Michael knows pretty well) and Jason doesn't have a good answer to Michael's stealth.

They both have stealth here. Thanks to his skill with traps, Jason can improvise a method to alert him to Mike's location like just leaving broken glass on the floor.

Also Jason's regen takes quite a while, so...

That seems to only apply for wounds that incapacitate him and it's still better than no regen. Mike could think that Jason is dead only for him to pop up again a few hours later and ambush him.
