It doesn't say it's restricted in the OP, just that 100% is restricted. That being said even if this was 8-A Deku I'm pretty sure he's still way too tanky for Yuji to do any meaningful damage to, especially after he goes 8% since his Base already scales to 8-A+ in durability.
