Even though he one shot a 3.72 ton character with his tongue, he is still weaker than stain. I don't know why are you saying he’s faster even though speed is equalized. And General Blues paralysis didn't work because Tao was massively stronger than him. That has nothing to do with Stain paralysis, it will work on anyone unless they resistance Blood Manipulation

Tao resisting General Blue’s telekinesis only happened in the anime, in the manga Tao one-shotted Blue before he could even use it, and most Dragon Ball profiles primarily scale from the latter as the anime adaptations of Dragon ball kind of have their own continuities (Toeiverse, GT, Super, etc)
