On Sigma's page, it says
Only the most competent New Generation Reploid can copy with such a high degree of accuracy, and the ratio is 1 in 10,000.
We also directly see this in game as a singular Copy Sigma is actually an entire boss, while the rest of them are just slightly more durable fodder enemies.
This should also give Sigma a limited resistance to his powers being copied as well as new generation reploids don't seem to struggle as much for more basic replications of reploids.
Regarding his copies getting fodderized, its not that Sigmas body is weak, but its moreso new generation reploids struggle to truly accurately replicate Sigma according to the official guidebook "Rockman X8 Hisshou Kouryakuhou" (pages 108-109):Consistently shown to be physically superior to X and Zero at every turn until X8, where his copies are fodderized by the S-Class Hunters

This isn't exclusive to axl and is actually the case even if you play as X or Zero, with there being a cutscene for each possible combination of characters saving the other from Sigma grabbing them depending on your partner picked so he should still have the overall edge in AP.though Sigma himself remains on par with them, and is still superior to Axl, as he gains the upper hand if Axl faces him, and even facing them 3 against 1, still held his own for a period of time
