Zero Era X and 4-B Doom, I guess. Power Cosmic or Vibranium or what? Or a Doombot?
Absolute Zero and Soul Manipulation are the biggest issues I guess.
But if it's Power Cosmic Doom he can do everything Silver Surfer can and should have his resistances too. He still has Temporal BFR, Power Absorption, Energy Transmutation and Absorption, Technological Manipulation and Hacking that can take over all machines in the States at once, hack into the Avengers building, and reprogram Ultron, etc

I don't think hacking would work all that well.
X's Suffering Circuit prevents him from going rogue even while exposed to the Maverick and Nightmare Viruses, which are so effective that they can mutate the mind, bodies, and souls of their victims to the point that they can never be returned to their former selves.
The same goes for Zero's Learning System, since he was literally created to be around the Maverick Virus and similar programs.
The other things would probably work though.
