I would give it to Medaka. She has Kumagawa Misogis All Fiction, which should allow her to always make her death nothing. Initially Goku can just speedblitz her, but since he can´t kill her it only is a matter of time. Medaka can kill him with one of her various hax abilits, like copying his skills at 120% of their original power, opening up his past wounds, mind control, corroding or All Fiction. Mind reading and Alibi Block could come in useful as well.

Medaka is pretty much the definition of a NFL. Goku can't win.

Unless Goku reaches Universe level+ in Super and then gets hax on top of that, it seems pretty safe to say Medaka takes this.
