Both are in their 7-B tier

Dante has access to Devil Trigger, if need be,has Devil Arms from DMC 3 and 1. All his styles from DMC3.

Speed equalized

Illidan has acess to all his abilities

7-B Dante is DMC1 Dante, which doesn't have the arsenal from the fourth game and doesn't have Majin Form

Also you can't restrict hax and Abilities, only those that exceeds his normal AP, you literally took away his Time Stop, his Time Slow and his Durability Negation

And BTW, before someone say "lol resurrection", when Dante beats a demon he uses their soul to create a new Devil Arm, and Illidan wouldn't be exception, this avoids his Resurrection since it depends on Illidan's soul
 
I wonder what weapon Dante would get from Illidan tho?

Like, would he get Illidan's blades?
 
No, it would be something new based on his powers

Anyway, in overall, I vote Dante for better abilities, DMC1 Dante starts with Alastor which gives him Precog, plus Time Stop and Time Slow

But more importanly, he can avoid Illidan's resurrection by taking his soul and transforming it into a Devil Arm after defeating him, since his resurrection depends on his soul, Illidan would stay dead
 
They never stated if that was the Majin Form, all we can is that was a manifestation of Dante's powers, while he still didn't had his DT
