Master Oogway vs Great Shinobi Owl

Oogway probably stomps with Hero's Chi. The two fighters have similar AP in base, but Hero's Chi Oogway is comparable to Hero's Chi Po, who two shot Ke-Pa who is superior to base Oogway. Not to mention he has resurrection and flight with a vastly superior range.
 
Ouch, is it possible to restrict Hero's chi without making the match un-addable?
