MASSIVE tatsumaki upgrade

No it really isn't. You just assumed that since she was pissed off at the time, her power must have been increased by orders of magnitude. Despite that not being indicated to be the case.
Her saying that she has to be careful not to use any more of her draining power or she'll get injured or Zombieman saying she was serious when attacking Garou doesn't mean she was drastically holding back either.
Also we upgrade people based upon harming people with certain durability. Not for only shortly restraining them if they didn't do any actual physical harm.
Plus she barely was able to restrain Kuroi Seishi for that long. So even taking this as some restraining only feat, it's an outlier she'd be able to restrain someone vastly superior to people she couldn't restrain that much in the past.

hmm... i still believe that a high 6-C doing such a thing to a high 6-A is absolutely worthy of an upgrade, but if restraining feats dont count, then oh well.

All she does to Kuroi Seishi is push his neck back, causing him to grunt. Then when he breaks free from this restraining pull he's completely fine and didn't take any sort of damage. If that's the full extent of what she can do to Kuroi, there is no way she is restraining someone like Boros or Garou.

I guess I'll leave it open for a while. If no one responds or other people agree against this, then I'll close it.
I think like Matt said it's best to wait until Murata comes out. He's been retconning some things, adding new feats and will likely upgrade Tornado through remastering her MA building feat or stuff like that.

yes. once the webcomic is redrawn, garou's definitely gonna get some extra feats like throwing saitama to the sun or something.

The MA building feat is closer to a mountain-feat once you realize the size of the MA headquarters and how far underground it reached.
