the Mushroom takes this, Precog, Danmaku and Immortality, plus other useful hax against a guy who ..... does not, Vegeta reactive PLevel is also interesting if the fight lasts a long time and is balanced

Anyway, likely Marisa. She might have trouble if Vegeta gets into distance with melee attacks and has a stellar range via Final Flash.

Marisa's range over all with casual danmaku and spells trumps his, causual soul attacks vs no resistance, barriers, and Pregoc+Immortal via UOE so even if he does beat her, it replays and knows what's up.
