Yeah it's a good statement. Countless higher gods and higher worlds supported by Ugo's statement of viewing Aladdin's world as fiction.

If i look at Ugo, David and Sinbad profiles as Gods they are still missing these powers/abilities: Creation, Higher-Dimensional Existence, Summoning those Angels.

Being turned into Rukh is just destruction in the physical world, vector world of the laws of physics and all the other countless dimensions/layers within the universe leaving only the Rukh layer of the person.

I really would Ruhk would work better as Conceptual Manipulation and erasure by the Rukh would be Conceptual EE
The more I think about it Rukh could be a Concept 2 since it looks to a primodial concept that cause and existed all phenomons/concept . Also, at the same type existed before all phenomon in reality.
I talk to @Kaltias and @Assaltwaffle once who clarified the Concept Type. They said for if something existed before a concept or created a concept and still will existed if it will exist even the concepts are destroyed then it should have Type 2 Conceptual Manipulation,

Rukh is definitely an overarching concept present through all of Magi including the higher worlds. So a God being able to fully control the Rukh of lower worlds should be conceptual manipulation type 2.

I think the blog is done now. Feel free to check it for mistakes and whatnot. Or if any vital information needs to be added. By the way I used only official viz scans for most of the stuff so they may sound different from what you read when you actually read the manga. I tried to go for accuracy.

1: you missed the explanation about Singularity.
2: should we make a Content Revision about Conceptual Manipulation type 2, Plot Manipulation, Creation, Summoning, Tier High-1-B for the Gods and toghter with Higher-Dimensional Existence, Blessed for Sinbad, David.
Before Ugo had Fate Manipulation he did have Plot Manipulation because of how he viewed the lower worlds of Magi.

As for Matal saying that he doesn't mean the literal plot of Magi. He mean that Magicians are at the center of every world's conquest. The "Goi" use them as tools to carve themselves throughout history and the same thing repeats over and over. So his ideology was that Magicians should become the rulers because they were generally more passionate, humble etc. Also he believed that Magicians were giving that divine purpose because they could see and manipulate Rukh.

Sinbad and David are both smurfs in Tier 6 and quite powerful in High 2-A. I think Ugo is the strongest of the 3 main Gods if he actually puts his ability to swap hiearchy into practice. He was insane but if he was clear headed he could've probably stopped the war.
