Its actually crazy close Luke starts off faster but Quicksilver/Bangle of Time would most likely to change that into Dante being the faster of the two and Dante has shown resistances or at least beaten people with most of Lukes form of attacks that would be a problem for him (Such as Mind Manipulation and Illusion Creation ala Nightmare and Soul Manipulation ala Haywire Neo and Soul Eaters and even Reality Warping ala Mundus) I think Dante wins more often with Quicksilver + Yamato/Sparda combo and having better resistances.
