I'm no expert when it comes to figuring out the overall verdicts in vs. debates. So I'm not quite sure who would win between Lucy and Itachi here. I could see it going either way but what I'm honestly more interested in with this match-up is how Lucy's Capricorn Star Dress would interact with Itachi's Tsukuyomi.
According to both the vsbattles wiki and the Fairy Tail Wiki, Lucy's Capricorn Star Dress gives her shades that make her immune to Eye Magic when she wears them. Which is technically true, but the wording used on both wikis makes it sound like that Ocular Ability Negation is a special trait of the Capricorn Star Dress.
In truth, all forms of Eye Magic that require Eye Contact in Fairy Tail do not work on anyone wearing glasses. And as is shown with the wording Lucy used in the Dragon Cry movie, this is the reason eye magic doesn't work on Lucy when she wears this Star Dress. It's not that the dress has a special ability to negate eye magic, it's just that it happens to come with a pair of shades.
Said wording of Lucy's being this.
However, as far as I understand, Ocular Jutsu in Naruto like the Tsukuyomi, or even something less severe like Genjutsu: Sharingan, do not have such a restriction and are still able to work on people wearing glasses despite requiring eye contact. For example, Sasuke was able to use Genjutsu: Sharingan on Killer B despite the latter wearing shades, was he not?
So at the end of the day, would Lucy's Capricorn Star Dress protect her from Itachi's eye contact abilities like Tsukuyomi and Genjutsu: Sharingan?
Based on the information I've already provided on the matter, I'm inclined to believe it would not. But I'd like to know what you all have to say on the matter.
