No, only Chaos Manipulation, the Primordial Chaos need for the universe existence doesn't mean it will grant Primordial Chaos all the abilities exist within the universe, you need explicit proof that Primordial Chaos possesses those abilities

Well I already gone over in my post about the narrative on how Primodial Chaos is the main reason why conflicts and diseases happen.

And that attempts to prevent both things are considered impossible unless you erase everything including the Primodial Chaos.

So I think giving the Primodial Chaos empathic and disease manip is fair as spaceman mentioned.

Alright, so now the thread proposal would be : Chaos physiology gaining empathic and disease manip (should be one layer as I explained in my post that it managed to overcome pillar of heaven before Nuwa buffed it via the magical stones). Also resist it as mentioned by Xiang Liu that he was able to travel freely outside of the universe without harm due to having chaos as his power source
