little question for akame

I'll ask a little question, Akame's durability has been entered into small city level+, If this character really had small city level+ durability, why would she bother to avoid the bullets from the first episode? Can you explain the reason for this logic, It may be a very shallow thought, but I wonder why.
 
First of all Akame was High 8C during the first episode,

Second not only do you have to be 8B to be completely bulletproof, but this a ridiculously common trope in fiction. Goku for example was 3A when he got KO'd by a lazer
 
1. She's High 8-C at the beginning of the series

2. The bullets in the series can be actually on that level, considering it's fiction and it has its own rules. Just like Dante can harm comparable beings with his bullets, for example.

3. If they were ACTUALLY on 9-C level, and they shouldn't be, it would be probably PIS or an Outlier
