Dio Vampire? if he already a vampire and his ability alone put jonathan a hard time before so liquid cant do any thing to him. U need hamon to kill him or sun light.

It doesn't matter because Eli got 8-B AP. He can easily obliterate Dio's body with couple of hits.

Dio would be able to reform, most likely. I don't the AP/Dura difference is enough for Liquid to overcome Dio's regen.

Dio's regen is not instant though. It takes few seconds to regenerate. I think Dio's only wincon is freezing Eli.

If the battle takes too long and the whole area is destroyed Eli could also outlast him and eventually let sunlight burn him to ashes.
