Levels of Reality Warping

Reality Warping is generally one of if not, the most powerfull ability in fiction. However, there are cases in which one reality warper overpower another due to controling it in a larger scale. Under what circumstances would classify as low-reality warping, mid-reality warping and high-reality warping? Hopefully I'm making sense :p
 
Well as ideal as a quantifiable scale for Reality Warping would be, the power is simply far too variable and many times nonsensical for such a thing to be made. Let alone applying this scale to hundreds of profiles.

On a VS match for example, we just determine whose Reality Warping is better on a case by case basis determined by the feats they've performed with their RW.

Sadly it'd be better to not have to do this, however there isn't much wrong with doing so and making a comprehensive scale of hax is not very practical/possible.
 
You can usually get information about the scale via the character tiers.
