So all Low-7B scale to this guy here due to creating rainstorm...the problem? They don't use that power for combat applications at all, so it's unlikely they should scale at all because of that. Plus they don't even like the rain at all, making it more unlikely they would use it for combat.

And while we're on the subject, every character speed feat is linked to Tsubakura Enraku... the problem? Tsubakura is one of the stronger cast members so it makes no sense why most people should scale at all since we know that they should be atleast comparable to Suzumi Kuzu who is listed as one of the strongest in Mugenri by JyNX stated here

So my conclusion is:

Jun should be Unknown and everyone scaling to them has to have the same rating, this should also affect their speed.

If I understand correctly, standard procedure here is to consider weather-creation feats as AP if it's plausibly part of a universal energy system and not contradicted by lowballing anti-feats. Even if Jun doesn't attack using the storms, the same exertion used in making the storms can be put into other forms of magic with offensive capabilities.

And downscaling is a thing; even if Tsubakura is a cut above most of the rest of the cast, they can have "At most" that level of speed for battling each other in lieu of anything more direct for them.

There are probably even better feats than these to use for stats, but for now it's fine to keep things as they are. Disagree.
