LEM tier?

Why is LEM rated as high 1-B when most of the other characters are 1-A? I'm not arguing against the rating just wondering.

I'm not familiar with the verse, but, in some threads, I've seen people saying that she really is the weakest character in it, so, I think that's why.

Yeah I know she's the weakest, but I've heard that characters within the 1-A tier (without reaching high 1-A) can be infinitely more powerful than others in the same tier. I also thought that the setting itself was beyond space and time?

I barely know anything about the verse, but I think that the profiles could give a little more information so that newbies to the verse (like me) could understand it more completely.
