Law manipulation ?

"Why didn't he come with you?" Meera gestured toward Gilly and her babe. "They came with you, why not him? Why didn't you bring him through this Black Gate too?"
"He... he can't."
"Why not?"
"The Wall. The Wall is more than just ice and stone, he said. There are spells woven into it... old ones, and strong. He cannot pass beyond the Wall."

"The men of the Night's Watch were as thunderstruck by the queen's dragon as the people of White Harbor had been, though the queen herself noted that Silverwing "does not like this Wall." Though it was summer and the Wall was weeping, the chill of the ice could still be felt whenever the wind blew, and every gust would make the dragon hiss and snap. "Thrice I flew Silverwing high above Castle Black, and thrice I tried to take her north beyond the Wall," Alysanne wrote Jaehaerys, "but every time she veered back south again and refused to go. Never before has she refused to take me where I wished to go."

"But here... this Storm's End is an old place. There are spells woven into the stones. Dark walls that no shadow can pass--ancient, forgotten, yet still in place."

The Wall and Storm's End are structures that prohibit magical creatures from being able to pass, is that enough to qualify this as Law manipulation?

I also forgot that:

"Can you feel the cold? There's something here. Where are they?"
"Inside the cave?"
"The cave is warded. They cannot pass."
[...]
"What about you?"
"The cave is warded."

Three-Eyed Crow's cave prevents wights and Coldhands from passing too

No within this poor context, I don't think it is an ability to begin with

Eh, no.

Quite inadequate. "... old and strong. It can't go beyond the wall," and maybe causality manipulation can be given if you provide support.
One reason I think about this is the possibility that the event here involves a "cause-and-effect" relationship.
Manipulation of causality can be given in the event that the result of the "inability of the old to pass" is caused by a "cause", and this is achieved by performing a manipulation.

Of course, it is still not certain. You need a strong connection and supports.

is more a magical protection

magic covers a lot of powers, they just kinda created a barrier/ward so that no dead can cross
