Nothing like an entire ocean,the way his powers work is that it manipulates Ice and the power source is pretty much all water in the atmosphere.The only time it was shutdown was with another power that vaporized all water molecules in the atmosphere.

The reason why hitsugaya powers was shut down because he was still not able to use his full Powers. Because if he wanted more source of water he could of use the weather. hitsugaya even stated that himself when fighting halibel that he didn't need water on Earth to use his abilities he just prefers it because he hates using the tensho jurin technique.
