Soo, since it's not specified, I'm assuming this is Vol. 4 and above Ruby vs Blake...
If this were Vol. 1-3, then Blake would most likely win via experience and seemingly being the most skilled with her Semblance.
But, past Vol. 4 Ruby's experience being in the wilderness balances everything out, so they're likely on the same level. Ruby also has the variety advantage, as we've seen her use a multitude of different weapons compared to Blake. Adding that with her mastery of her speed Semblance (which seems to be much more controlled and varied than in Vol. 1-3, making her less predictable), and Ruby takes the cake here.
Going for Ruby.
