One: CC's are actually extremely high-end 2-A and were agreed to be such but not upgraded yet.
Two: Within a timeline, every atom is a "full-fledged reality". This hits at bare minimum hundreds of millions of times, and even at a lowball is significantly above baseline Low 2-C to levels nearly most Low 2-C's would be bodied in comparison.
Not to mention the transfinite planes/levels (or Omniversal / Multiversal Planes which makes the level od Low 2-C even more ridiculous ) of existence within each timeline, or the Microverse, or the Countless Hells, and several other things that actually make Kobik destroying the equivalent of Low 2-C at least tranafinite levels of infinity above baseline.
Also remember Cap was casually mind manipulated by Kobik, who resisted the mind gen canonically which can mindwipe " all of infinity ". What is stopping her from just telling Goku to go away and he does it ? Or get oneshotted with extrenely high-end Low 2-C power ?
